??第一，認真踐行“人(ren)民(min)城(cheng)市(shi)人(ren)民(min)建、人(ren)民(min)城(cheng)市(shi)為人(ren)民(min)”的重要(yao)理念，以建設美好人(ren)居環境(jing)為目標(biao)，科學推進(jin)城(cheng)市(shi)園林綠化工作，完善城(cheng)市(shi)綠色生態網(wang)絡(luo)，促進(jin)城(cheng)市(shi)綠色低碳轉型(xing)和(he)可持續(xu)發展。

??第二，科學推進(jin)城(cheng)(cheng)市(shi)園林綠(lv)(lv)(lv)(lv)化(hua)建(jian)(jian)設。指導各地(di)(di)(di)編制城(cheng)(cheng)市(shi)綠(lv)(lv)(lv)(lv)化(hua)規劃，完(wan)善城(cheng)(cheng)市(shi)綠(lv)(lv)(lv)(lv)地(di)(di)(di)系(xi)(xi)統(tong)，合(he)理布(bu)局綠(lv)(lv)(lv)(lv)化(hua)用(yong)地(di)(di)(di)，滿(man)足城(cheng)(cheng)市(shi)健(jian)(jian)康、安全、宜居(ju)的(de)要(yao)求。推進(jin)城(cheng)(cheng)市(shi)生態(tai)(tai)修復(fu)，對(dui)城(cheng)(cheng)市(shi)受損山體(ti)、水體(ti)和(he)廢棄地(di)(di)(di)等(deng)進(jin)行科學復(fu)綠(lv)(lv)(lv)(lv)。結合(he)城(cheng)(cheng)市(shi)更(geng)新，推進(jin)留(liu)白增(zeng)綠(lv)(lv)(lv)(lv)、拆(chai)違建(jian)(jian)綠(lv)(lv)(lv)(lv)、見縫(feng)插綠(lv)(lv)(lv)(lv)，加強(qiang)立體(ti)綠(lv)(lv)(lv)(lv)化(hua)，做到應綠(lv)(lv)(lv)(lv)盡綠(lv)(lv)(lv)(lv)，不(bu)斷增(zeng)強(qiang)城(cheng)(cheng)市(shi)生態(tai)(tai)系(xi)(xi)統(tong)碳匯能(neng)力。加強(qiang)綠(lv)(lv)(lv)(lv)道(dao)網(wang)絡(luo)建(jian)(jian)設，實現城(cheng)(cheng)鄉綠(lv)(lv)(lv)(lv)地(di)(di)(di)連接(jie)貫通，推進(jin)中心城(cheng)(cheng)區、老舊城(cheng)(cheng)區綠(lv)(lv)(lv)(lv)道(dao)建(jian)(jian)設，為城(cheng)(cheng)市(shi)居(ju)民綠(lv)(lv)(lv)(lv)色出行提供便利。建(jian)(jian)設分布(bu)均衡的(de)公園體(ti)系(xi)(xi)，實現居(ju)民出行“300米(mi)見綠(lv)(lv)(lv)(lv)、500米(mi)見園”的(de)目標(biao)，不(bu)斷完(wan)善城(cheng)(cheng)市(shi)綠(lv)(lv)(lv)(lv)地(di)(di)(di)服務居(ju)民休(xiu)閑(xian)游憩、體(ti)育健(jian)(jian)身(shen)、防災避險(xian)等(deng)綜合(he)功能(neng)。推廣生態(tai)(tai)綠(lv)(lv)(lv)(lv)化(hua)方(fang)式，提高鄉土及本地(di)(di)(di)適生植物的(de)應用(yong)比(bi)例，堅決反對(dui)大(da)樹(shu)進(jin)城(cheng)(cheng)，避免(mian)片面追求景觀化(hua)，節約務實推進(jin)城(cheng)(cheng)市(shi)綠(lv)(lv)(lv)(lv)化(hua)工(gong)作。

??第三，切實加強(qiang)城(cheng)(cheng)市園林綠(lv)(lv)化管理。指導(dao)各地(di)按照《城(cheng)(cheng)市綠(lv)(lv)化條例》要求(qiu)，嚴(yan)肅查(cha)處非(fei)法(fa)侵占公園綠(lv)(lv)地(di)，非(fei)法(fa)移伐樹木(mu)等違法(fa)行為。堅持城(cheng)(cheng)市古樹名木(mu)掛牌保護，對(dui)長勢弱的及時(shi)復(fu)壯。加強(qiang)對(dui)重大綠(lv)(lv)化項目設計、施工管理，科學論(lun)證和(he)實施，保障項目質(zhi)量，努力(li)建設人(ren)與自(zi)然和(he)諧共生(sheng)的宜居環境。
