市人民政府關于加快建筑業發展的實施意見

各縣(市、區)人民政(zheng)府、開發區管委會,市政(zheng)府各部門:

  為進一(yi)步優化襄(xiang)陽建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)發展環(huan)境,推動我(wo)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)發展轉(zhuan)型升級(ji),切實(shi)貫徹落實(shi)《國(guo)務院辦公廳(ting)關(guan)于(yu)促(cu)進建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)持(chi)續(xu)健(jian)康(kang)(kang)發展的(de)意見(jian)》(國(guo)辦發〔2017〕19號)、省政(zheng)府《關(guan)于(yu)促(cu)進全(quan)省建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)改革發展二十條意見(jian)》(鄂政(zheng)發〔2018〕14號)等文件精神,促(cu)進和扶持(chi)我(wo)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)企業(ye)(ye)健(jian)康(kang)(kang)發展,提升建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)對全(quan)市(shi)(shi)經濟社會發展的(de)貢獻份(fen)額(e),特制(zhi)定本意見(jian)。

 一、加強建(jian)筑業(ye)企(qi)業(ye)培(pei)育

  1.實施地(di)方龍頭(tou)骨(gu)干企(qi)(qi)(qi)業(ye)培(pei)(pei)育工程(cheng)。在全(quan)市選(xuan)擇優(you)質(zhi)(zhi)企(qi)(qi)(qi)業(ye)進(jin)行培(pei)(pei)育扶持(chi),鼓勵企(qi)(qi)(qi)業(ye)轉型升(sheng)級,提高資質(zhi)(zhi)等級,完善重點企(qi)(qi)(qi)業(ye)培(pei)(pei)育制度,加大對(dui)本(ben)地(di)龍頭(tou)骨(gu)干企(qi)(qi)(qi)業(ye)的扶持(chi)力(li)度。實行點對(dui)點幫(bang)扶,力(li)爭到2020年(nian)培(pei)(pei)育新增(zeng)(zeng)1-2家特(te)級施工總(zong)承包企(qi)(qi)(qi)業(ye)。對(dui)培(pei)(pei)育扶持(chi)對(dui)象在人才引進(jin)、市場準入(ru)、融(rong)資信貸、政策(ce)咨詢等方面(mian)實行“直通車”服務,在辦理企(qi)(qi)(qi)業(ye)升(sheng)級、增(zeng)(zeng)項和(he)分立、成立子公司事(shi)項時,在資質(zhi)(zhi)申請等方面(mian)依法依規予以重點扶持(chi)。(責任(ren)單位(wei):市城建委)

  2.建(jian)立襄(xiang)陽建(jian)筑產業(ye)(ye)聯盟(meng)。成(cheng)立襄(xiang)陽建(jian)筑產業(ye)(ye)聯盟(meng),吸納(na)建(jian)筑業(ye)(ye)全產業(ye)(ye)鏈上所有類(lei)型企業(ye)(ye)以及(ji)高等院校、科研(yan)院所等單位,搭建(jian)包括(kuo)市場開(kai)拓、科研(yan)設(she)計、部品(pin)生產、物流配送(song)、施工(gong)監理、運營維護等領(ling)域的合作平臺,向(xiang)產業(ye)(ye)鏈上下游延(yan)伸,優化(hua)整合各方資源(yuan),實現融合發展。(責(ze)任(ren)單位:市城建(jian)委)

  3.支持(chi)本市(shi)企業(ye)拓寬高端市(shi)場。鼓勵有(you)資(zi)質、優信(xin)用、強(qiang)實力的(de)本市(shi)建筑業(ye)企業(ye)進入基礎設施領(ling)域、政(zheng)府和社會資(zi)本合作(PPP)項(xiang)目(mu)(mu);對于(yu)依法核準采取公開或邀請招(zhao)標方(fang)式發包(bao)的(de)工程項(xiang)目(mu)(mu)以及非國有(you)資(zi)金(jin)投資(zi)的(de)項(xiang)目(mu)(mu),支持(chi)本市(shi)企業(ye)積(ji)極參與(yu)。(責任單位(wei):市(shi)城建委、市(shi)公共資(zi)源交易管(guan)理局)

  4.著力(li)支(zhi)持(chi)本地(di)建(jian)筑業(ye)(ye)(ye)民(min)營(ying)(ying)(ying)企(qi)(qi)(qi)業(ye)(ye)(ye)發展。進一步(bu)清理破除制約民(min)營(ying)(ying)(ying)企(qi)(qi)(qi)業(ye)(ye)(ye)發展的(de)體制性、障礙性壁壘,深(shen)入(ru)推動實施(shi)市(shi)場準入(ru)負面(mian)清單(dan)制度。支(zhi)持(chi)民(min)營(ying)(ying)(ying)企(qi)(qi)(qi)業(ye)(ye)(ye)與國有企(qi)(qi)(qi)業(ye)(ye)(ye)結成戰(zhan)略聯盟,發揮(hui)成員企(qi)(qi)(qi)業(ye)(ye)(ye)在不同地(di)域(yu)(yu)、專業(ye)(ye)(ye)領域(yu)(yu)的(de)比較優勢;引導國有企(qi)(qi)(qi)業(ye)(ye)(ye)與民(min)營(ying)(ying)(ying)企(qi)(qi)(qi)業(ye)(ye)(ye)實行資產重組,鼓勵發展混合所有制企(qi)(qi)(qi)業(ye)(ye)(ye)。(責任(ren)單(dan)位:市(shi)城建(jian)委、市(shi)國資委)

 二、改革工程項目組織實(shi)施方式

  5.大力推行工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)。政府投(tou)資(zi)新(xin)建(jian)(jian)項目和國有(you)投(tou)資(zi)新(xin)建(jian)(jian)項目帶頭采(cai)(cai)用(yong)工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao),裝配式建(jian)(jian)筑全部采(cai)(cai)用(yong)工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao),鼓勵(li)社會資(zi)本投(tou)資(zi)新(xin)建(jian)(jian)項目和PPP項目采(cai)(cai)用(yong)工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)。健全工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)的招(zhao)投(tou)標、質量(liang)安全管(guan)理和市(shi)(shi)場準入制度,鼓勵(li)工程(cheng)建(jian)(jian)設(she)的設(she)計、施(shi)工、建(jian)(jian)造和服務(wu)企業融(rong)合發展。支持(chi)本市(shi)(shi)大型設(she)計、施(shi)工總(zong)承(cheng)(cheng)包(bao)(bao)企業通過調整組織結構、健全管(guan)理體系、加強人才培養,逐步形(xing)成(cheng)設(she)計、采(cai)(cai)購、施(shi)工、交(jiao)付驗收“一條龍”的工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)模式。到2020年,我市(shi)(shi)新(xin)建(jian)(jian)項目工程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)占比達(da)(da)到30%以上,到2025年,達(da)(da)到50%以上。(責任(ren)單位:市(shi)(shi)公共資(zi)源交(jiao)易管(guan)理局、市(shi)(shi)發改委、市(shi)(shi)財政局、市(shi)(shi)城建(jian)(jian)委)

  6.積極培育全(quan)(quan)(quan)過(guo)(guo)程(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)(zi)詢(xun)。研究制定全(quan)(quan)(quan)過(guo)(guo)程(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)(zi)詢(xun)管理(li)制度以及(ji)符合我市實際的全(quan)(quan)(quan)過(guo)(guo)程(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)(zi)詢(xun)招標文件和合同范本,創(chuang)新開展全(quan)(quan)(quan)過(guo)(guo)程(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)(zi)詢(xun)試點。政府投資(zi)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)帶(dai)頭推行全(quan)(quan)(quan)過(guo)(guo)程(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)(zi)詢(xun),鼓勵(li)非政府投資(zi)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)項(xiang)目(mu)實施全(quan)(quan)(quan)過(guo)(guo)程(cheng)(cheng)(cheng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)(zi)詢(xun)服務。(責任單位:市城建委、市公共資(zi)源交易管理(li)局)

  三、推進(jin)招(zhao)標(biao)投標(biao)制度(du)改革(ge)

  7.改革發(fa)(fa)包方式(shi)。民(min)間投資工程建(jian)(jian)設單位可自(zi)主選(xuan)擇招(zhao)標發(fa)(fa)包或直接發(fa)(fa)包。進(jin)一步(bu)簡化招(zhao)標投標程序,對采用PPP模式(shi)的建(jian)(jian)設項目,通過(guo)招(zhao)標方式(shi)選(xuan)定合作方但合作方自(zi)身不能依法實施工程建(jian)(jian)設的,應當依法招(zhao)標。(責任單位:市(shi)公共資源交易管理局、市(shi)發(fa)(fa)改委(wei)、市(shi)城建(jian)(jian)委(wei))

  8.合理設置招(zhao)標(biao)條(tiao)件(jian)。嚴(yan)格控制招(zhao)標(biao)人(ren)設置明顯高于(yu)招(zhao)標(biao)項(xiang)目(mu)(mu)實(shi)際需要(yao)和脫離(li)市(shi)場實(shi)際的(de)不合理條(tiao)件(jian),嚴(yan)禁以各種形(xing)式(shi)排斥(chi)或限制潛(qian)在投(tou)(tou)(tou)標(biao)人(ren)投(tou)(tou)(tou)標(biao)。在政府(fu)投(tou)(tou)(tou)資項(xiang)目(mu)(mu)招(zhao)投(tou)(tou)(tou)標(biao)中(zhong),不得以超過(guo)招(zhao)標(biao)項(xiang)目(mu)(mu)要(yao)求的(de)業績作為投(tou)(tou)(tou)標(biao)的(de)必要(yao)條(tiao)件(jian)。(責(ze)任單位:市(shi)公共資源交易管理局、市(shi)城建委)

  9.完(wan)善評(ping)標(biao)(biao)(biao)(biao)(biao)辦(ban)法(fa)。進一步(bu)厘清綜合監管和行(xing)(xing)(xing)業監管的(de)職責,加強(qiang)行(xing)(xing)(xing)業主管部門的(de)標(biao)(biao)(biao)(biao)(biao)后監管職能(neng),逐步(bu)實行(xing)(xing)(xing)“評(ping)定分離”制(zhi)度,實施分類監管。對采用(yong)(yong)常規(gui)通用(yong)(yong)技(ji)術標(biao)(biao)(biao)(biao)(biao)準的(de)政府投資工程(cheng)(cheng),在原則上實行(xing)(xing)(xing)zui低價中標(biao)(biao)(biao)(biao)(biao)的(de)同(tong)時,有效發揮履約擔(dan)保的(de)作用(yong)(yong),堅(jian)決遏(e)制(zhi)低于工程(cheng)(cheng)成本價的(de)惡(e)意競標(biao)(biao)(biao)(biao)(biao)行(xing)(xing)(xing)為(wei)。完(wan)善專家評(ping)標(biao)(biao)(biao)(biao)(biao)制(zhi)度,落(luo)實招標(biao)(biao)(biao)(biao)(biao)人負責制(zhi),全面(mian)實行(xing)(xing)(xing)電子(zi)招標(biao)(biao)(biao)(biao)(biao)投標(biao)(biao)(biao)(biao)(biao)和實時在線(xian)監督,開(kai)展遠程(cheng)(cheng)異地評(ping)標(biao)(biao)(biao)(biao)(biao)工作。加快(kuai)推(tui)進標(biao)(biao)(biao)(biao)(biao)后評(ping)估工作,建立完(wan)善標(biao)(biao)(biao)(biao)(biao)后評(ping)估制(zhi)度。(責任單位:市公共資源交(jiao)易管理局、市城(cheng)建委)

 四、深化(hua)建造方式改革

  10.大(da)力發(fa)(fa)展(zhan)裝配(pei)(pei)式(shi)建(jian)筑(zhu)。制(zhi)訂(ding)完善全市裝配(pei)(pei)式(shi)建(jian)筑(zhu)發(fa)(fa)展(zhan)規劃(hua),襄(xiang)城(cheng)(cheng)區(qu)(qu)(qu)、樊城(cheng)(cheng)區(qu)(qu)(qu)、襄(xiang)州區(qu)(qu)(qu)、高新區(qu)(qu)(qu)、東(dong)津新區(qu)(qu)(qu)作為(wei)裝配(pei)(pei)式(shi)建(jian)筑(zhu)重點發(fa)(fa)展(zhan)區(qu)(qu)(qu)域,要(yao)加大(da)各(ge)自(zi)區(qu)(qu)(qu)域內裝配(pei)(pei)式(shi)建(jian)筑(zhu)示范項(xiang)目的建(jian)設,各(ge)部門(men)按照《襄(xiang)陽市人民政(zheng)府辦公室關(guan)于大(da)力發(fa)(fa)展(zhan)裝配(pei)(pei)式(shi)建(jian)筑(zhu)的實施意見》(襄(xiang)政(zheng)辦發(fa)(fa)〔2017〕36號(hao))要(yao)求加快制(zhi)定落實相(xiang)關(guan)政(zheng)策的實施細則。(責任單(dan)位:各(ge)城(cheng)(cheng)區(qu)(qu)(qu)政(zheng)府、開發(fa)(fa)區(qu)(qu)(qu)管委會,市直相(xiang)關(guan)部門(men))

  11.加(jia)快研(yan)究制(zhi)定(ding)裝(zhuang)配式建筑(zhu)(zhu)招投(tou)(tou)標實施辦法。裝(zhuang)配式建筑(zhu)(zhu)按技術復(fu)雜類(lei)工程項目(mu)開展招投(tou)(tou)標。支(zhi)持優(you)勢企業開拓周邊裝(zhuang)配式建筑(zhu)(zhu)市(shi)(shi)場(chang),輸出裝(zhuang)配式建筑(zhu)(zhu)技術和產品。對(dui)裝(zhuang)配式建筑(zhu)(zhu)工地實行差異化管理。(責任單位(wei):市(shi)(shi)城建委(wei)、市(shi)(shi)公共資源交易管理局、市(shi)(shi)發改委(wei))

  12.加快推進(jin)建(jian)筑信(xin)息模型(xing)(BIM)技(ji)術應(ying)用(yong)(yong)。政府投(tou)資項目帶(dai)頭(tou)推廣應(ying)用(yong)(yong)BIM技(ji)術,打造一批在提升設計施(shi)工質量、協(xie)同(tong)(tong)管理、降(jiang)低成本(ben)、縮短工期等(deng)方面成效明顯的示范工程。聯合本(ben)地院校研(yan)究編制BIM技(ji)術應(ying)用(yong)(yong)指南(nan),發布BIM技(ji)術收費指導(dao)標準,鼓勵研(yan)發BIM技(ji)術應(ying)用(yong)(yong)軟件(jian),建(jian)立BIM技(ji)術應(ying)用(yong)(yong)示范交流平臺,加強BIM技(ji)術應(ying)用(yong)(yong)能力建(jian)設。促進(jin)BIM技(ji)術與綠色建(jian)筑、建(jian)筑節能和裝配(pei)式建(jian)筑的融合發展,打造基于“BIM+”的協(xie)同(tong)(tong)建(jian)造新(xin)模式。(責任單位:市城建(jian)委、市科(ke)技(ji)局)

  五、大力推(tui)動金融財稅(shui)支持

  13.積極推動銀企(qi)合(he)作。鼓(gu)勵(li)各金融(rong)機構對(dui)符(fu)合(he)條(tiao)件的建(jian)筑(zhu)業(ye)企(qi)業(ye)在授信額度、質押融(rong)資、貸(dai)款發放、保(bao)(bao)函業(ye)務(wu)等方面給予支持,對(dui)重點骨(gu)干企(qi)業(ye)傾(qing)斜配置(zhi)信貸(dai)資源。鼓(gu)勵(li)在我(wo)市開展工程(cheng)擔(dan)保(bao)(bao)業(ye)務(wu)的融(rong)資性擔(dan)保(bao)(bao)公司為建(jian)筑(zhu)業(ye)企(qi)業(ye)貸(dai)款提(ti)供擔(dan)保(bao)(bao)。(責任單位:市金融(rong)辦(ban)、市城建(jian)委)

  14.鼓(gu)勵銀行支持貸款(kuan)。對我市(shi)建筑業企業在市(shi)內外承接(jie)政府(fu)投(tou)資(zi)(或(huo)政府(fu)投(tou)資(zi)占主(zhu)體(ti))項目(mu),符合信貸政策(ce)和(he)貸款(kuan)條(tiao)件的,憑(ping)核(he)發(fa)的施工許可(ke)證,可(ke)在我市(shi)的開戶銀行申請貸款(kuan)。鼓(gu)勵銀行憑(ping)真(zhen)實(shi)的工程應(ying)收賬款(kuan)或(huo)憑(ping)真(zhen)實(shi)的工程承包合同和(he)施工許可(ke)證,向企業發(fa)放貸款(kuan)。(責(ze)任單位:市(shi)金融(rong)辦、市(shi)城建委(wei))

  15.改革工(gong)程風險(xian)管理方式(shi)。對投標保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)、履約保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)、工(gong)程質量保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)、農民工(gong)工(gong)資保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin),推行以(yi)(yi)銀(yin)(yin)行保(bao)(bao)(bao)(bao)(bao)(bao)函、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian)等(deng)形式(shi)為主的(de)替(ti)代機制(zhi),建(jian)筑業(ye)企(qi)業(ye)可以(yi)(yi)銀(yin)(yin)行保(bao)(bao)(bao)(bao)(bao)(bao)函、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian)方式(shi)繳(jiao)納(na);推行雙向擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian)制(zhi)度,建(jian)設(she)單位要求承包(bao)單位提供(gong)履約擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian)的(de),必須(xu)提供(gong)等(deng)額工(gong)程款支付擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian),建(jian)設(she)單位不得(de)(de)將(jiang)應(ying)由自身繳(jiao)納(na)的(de)保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)以(yi)(yi)各(ge)種名義轉嫁給建(jian)筑業(ye)企(qi)業(ye)。嚴格執行建(jian)設(she)工(gong)程領域保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)的(de)規定要求,不得(de)(de)違法擅(shan)自設(she)立保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin),建(jian)筑業(ye)企(qi)業(ye)可以(yi)(yi)以(yi)(yi)現金(jin)(jin)(jin)、銀(yin)(yin)行保(bao)(bao)(bao)(bao)(bao)(bao)函、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian)公司(si)保(bao)(bao)(bao)(bao)(bao)(bao)單或(huo)者擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)公司(si)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)的(de)形式(shi)繳(jiao)納(na)各(ge)類保(bao)(bao)(bao)(bao)(bao)(bao)證(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin),任(ren)何單位不得(de)(de)拒收建(jian)筑業(ye)企(qi)業(ye)提供(gong)的(de)銀(yin)(yin)行保(bao)(bao)(bao)(bao)(bao)(bao)函、保(bao)(bao)(bao)(bao)(bao)(bao)險(xian)保(bao)(bao)(bao)(bao)(bao)(bao)單和擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)公司(si)保(bao)(bao)(bao)(bao)(bao)(bao)函。(責任(ren)單位:市金(jin)(jin)(jin)融辦、市城建(jian)委(wei)、市公共資源交易管理局(ju)、市人社局(ju))

  16.認真落實國家稅(shui)收(shou)減免政策。企(qi)業(ye)在(zai)一(yi)個納稅(shui)年度內符合條件的(de)(de)技(ji)術轉讓所得不超(chao)過500萬元(yuan)(yuan)的(de)(de),免征企(qi)業(ye)所得稅(shui);超(chao)過500萬元(yuan)(yuan)的(de)(de)部分,減半(ban)征收(shou)企(qi)業(ye)所得稅(shui)。(責任單(dan)位:市稅(shui)務局)

  17.鼓勵企業(ye)依(yi)法在(zai)本地(di)(di)納稅。鼓勵跨地(di)(di)區(qu)經營(ying)的本地(di)(di)建筑(zhu)企業(ye)按相關(guan)規(gui)定(ding)正(zheng)確(que)核算繳納稅款(kuan),本市(shi)(shi)(shi)(shi)建筑(zhu)業(ye)企業(ye)在(zai)市(shi)(shi)(shi)(shi)外承接項目回本市(shi)(shi)(shi)(shi)納稅的,市(shi)(shi)(shi)(shi)財政(zheng)部門會(hui)同相關(guan)部門依(yi)法制定(ding)優惠政(zheng)策予以扶持。(責任單位:市(shi)(shi)(shi)(shi)財政(zheng)局、市(shi)(shi)(shi)(shi)稅務局)

  六、加強(qiang)建筑人才(cai)培(pei)養

  18.加(jia)(jia)快(kuai)推進建(jian)(jian)筑(zhu)(zhu)業(ye)人才(cai)(cai)(cai)培(pei)養。建(jian)(jian)立健全行業(ye)人才(cai)(cai)(cai)培(pei)養、激勵(li)和(he)管(guan)理機(ji)制,重點培(pei)育(yu)建(jian)(jian)筑(zhu)(zhu)業(ye)高(gao)(gao)層(ceng)次人才(cai)(cai)(cai)和(he)高(gao)(gao)技(ji)能(neng)人才(cai)(cai)(cai),加(jia)(jia)快(kuai)培(pei)育(yu)和(he)造(zao)就(jiu)適(shi)應建(jian)(jian)筑(zhu)(zhu)業(ye)發(fa)展需(xu)要(yao)的(de)企業(ye)家隊(dui)伍、專業(ye)技(ji)術人才(cai)(cai)(cai)隊(dui)伍和(he)高(gao)(gao)技(ji)能(neng)人才(cai)(cai)(cai)隊(dui)伍。加(jia)(jia)快(kuai)校(xiao)(xiao)企合作(zuo),推動校(xiao)(xiao)企聯合辦學,依托(tuo)我市大中專院校(xiao)(xiao),培(pei)養造(zao)就(jiu)一批高(gao)(gao)素質管(guan)理人才(cai)(cai)(cai)和(he)技(ji)能(neng)型人才(cai)(cai)(cai)。對(dui)在(zai)基層(ceng)一線工(gong)作(zuo)的(de)建(jian)(jian)筑(zhu)(zhu)業(ye)企業(ye)專業(ye)技(ji)術人員,適(shi)當放(fang)寬(kuan)學歷、資歷限(xian)制,不作(zuo)職稱外語、計(ji)算(suan)機(ji)應用能(neng)力要(yao)求,突出工(gong)程項目質量、技(ji)術創(chuang)造(zao)發(fa)明(ming)、技(ji)術應用推廣(guang)、工(gong)程項目設計(ji)、工(gong)藝流程標準開(kai)發(fa)等實際能(neng)力和(he)業(ye)績,適(shi)時組織特殊評(ping)審,可按破格條件推薦參評(ping)工(gong)程師。(責任(ren)單位:市城(cheng)建(jian)(jian)委、市人社局)

  19.切實抓好企業(ye)職(zhi)(zhi)工(gong)培訓(xun)(xun)。完善建(jian)筑技(ji)(ji)能培訓(xun)(xun)和(he)(he)鑒(jian)定體系,支(zhi)持建(jian)筑企業(ye)和(he)(he)社會(hui)機(ji)構采取繼續教(jiao)育、崗(gang)前教(jiao)育、現場實訓(xun)(xun)、技(ji)(ji)術(shu)交底等方式開展工(gong)人崗(gang)位技(ji)(ji)能培訓(xun)(xun)。以提升(sheng)職(zhi)(zhi)業(ye)素質和(he)(he)職(zhi)(zhi)業(ye)能力為核心,建(jian)立政府引導、企業(ye)主導、社會(hui)參與(yu)(yu)的建(jian)筑工(gong)人崗(gang)位技(ji)(ji)能培訓(xun)(xun)制度。發展一批建(jian)筑技(ji)(ji)能鑒(jian)定機(ji)構,規(gui)范建(jian)筑技(ji)(ji)能評價工(gong)作。將建(jian)筑工(gong)人技(ji)(ji)能水(shui)平與(yu)(yu)薪酬(chou)掛鉤,引導企業(ye)將工(gong)資(zi)分配向關鍵技(ji)(ji)術(shu)技(ji)(ji)能崗(gang)位傾斜,促(cu)進農民工(gong)向技(ji)(ji)術(shu)工(gong)人轉(zhuan)型。(責任單位:市(shi)城建(jian)委、市(shi)人社局)

 七、強化監管能(neng)力建設

  20.著力(li)加(jia)強隊伍(wu)建設。各級(ji)政(zheng)府要(yao)加(jia)強建設工程市(shi)場、質量、安全(quan)執法監督隊伍(wu)建設,切實保障(zhang)執法監督機構和人員配備,財政(zheng)部(bu)門(men)要(yao)加(jia)大相關保障(zhang)政(zheng)策(ce)落(luo)實力(li)度(du),將監督機構履行職能所需經費納入同(tong)級(ji)財政(zheng)預算全(quan)額(e)保障(zhang)。(責任單位:市(shi)財政(zheng)局(ju)、市(shi)城建委)

  21.加強對參(can)建(jian)各(ge)方主體建(jian)設違(wei)法行為的查處(chu)力(li)度。加速監督(du)模(mo)式轉變,監管力(li)量(liang)(liang)不足的,可采(cai)取政(zheng)府購買服務(wu)的方式,委托具備條件的社會力(li)量(liang)(liang)參(can)與(yu)建(jian)筑市(shi)(shi)場、工程(cheng)質量(liang)(liang)、安(an)(an)全生產監督(du)檢查和信息化(hua)建(jian)設與(yu)管理(li)。政(zheng)府購買服務(wu)所(suo)需資金由財政(zheng)部門統籌安(an)(an)排(pai),保障監管效力(li)提升(sheng)。(責任單位:市(shi)(shi)財政(zheng)局、市(shi)(shi)城建(jian)委)

 八、優化發(fa)展環境

  22.積極發(fa)(fa)展建(jian)筑業總部(bu)經(jing)濟。打造建(jian)筑產業聚集(ji)地(di),吸引資質高、實力強的(de)建(jian)筑企業將總部(bu)落戶襄陽,對(dui)建(jian)筑業企業申請總部(bu)基地(di)建(jian)設的(de),各縣(市、區)政(zheng)府、開(kai)發(fa)(fa)區管(guan)委會應(ying)依法(fa)予以保障。經(jing)認定符合條件的(de)總部(bu)企業可享受(shou)我(wo)市相關(guan)優(you)惠政(zheng)策。(責任單位:市發(fa)(fa)改委、市財政(zheng)局)

  23.規范工(gong)(gong)(gong)程(cheng)(cheng)結算監(jian)督和管理。審(shen)計(ji)(ji)(ji)、財(cai)政部(bu)門應當(dang)依(yi)法加強對以(yi)政府(fu)投資(zi)為主(zhu)建(jian)設(she)(she)項目的(de)(de)(de)(de)(de)審(shen)計(ji)(ji)(ji)監(jian)督和財(cai)務評(ping)價(jia),所有建(jian)設(she)(she)項目結算應當(dang)嚴格按(an)照合(he)同約定辦(ban)(ban)理,任(ren)何建(jian)設(she)(she)單(dan)位(wei)不(bu)(bu)得強行(xing)(xing)以(yi)審(shen)計(ji)(ji)(ji)機關的(de)(de)(de)(de)(de)審(shen)計(ji)(ji)(ji)結果(guo)作為工(gong)(gong)(gong)程(cheng)(cheng)結算的(de)(de)(de)(de)(de)依(yi)據,不(bu)(bu)得以(yi)未完(wan)(wan)成審(shen)計(ji)(ji)(ji)作為延期工(gong)(gong)(gong)程(cheng)(cheng)結算、拖欠工(gong)(gong)(gong)程(cheng)(cheng)款的(de)(de)(de)(de)(de)理由(you)。未完(wan)(wan)成竣工(gong)(gong)(gong)結算的(de)(de)(de)(de)(de)項目,不(bu)(bu)得辦(ban)(ban)理竣工(gong)(gong)(gong)驗收備案和產(chan)權(quan)登(deng)記,對有拖欠工(gong)(gong)(gong)程(cheng)(cheng)款行(xing)(xing)為的(de)(de)(de)(de)(de)建(jian)設(she)(she)單(dan)位(wei)不(bu)(bu)得批準(zhun)新項目開工(gong)(gong)(gong)。積極(ji)推行(xing)(xing)工(gong)(gong)(gong)程(cheng)(cheng)價(jia)款過(guo)(guo)程(cheng)(cheng)結算,2018年10月1日起,建(jian)設(she)(she)周期超過(guo)(guo)2年以(yi)上的(de)(de)(de)(de)(de)項目,應按(an)照經驗收合(he)格的(de)(de)(de)(de)(de)分(fen)部(bu)工(gong)(gong)(gong)程(cheng)(cheng),同步完(wan)(wan)成進行(xing)(xing)過(guo)(guo)程(cheng)(cheng)結算;2020年開始,所有工(gong)(gong)(gong)程(cheng)(cheng)項目實(shi)行(xing)(xing)工(gong)(gong)(gong)程(cheng)(cheng)價(jia)款按(an)分(fen)部(bu)工(gong)(gong)(gong)程(cheng)(cheng)過(guo)(guo)程(cheng)(cheng)結算。(責任(ren)單(dan)位(wei):市審(shen)計(ji)(ji)(ji)局、市財(cai)政局、市城建(jian)委)

  24.鼓勵企業(ye)(ye)(ye)(ye)“走出(chu)(chu)去”發(fa)展。全力支持企業(ye)(ye)(ye)(ye)搶抓“一(yi)帶一(yi)路”建(jian)設(she)等國家(jia)重大戰略機遇,扶持一(yi)批企業(ye)(ye)(ye)(ye)加快進入國內(nei)外市(shi)(shi)(shi)場。推動(dong)(dong)我市(shi)(shi)(shi)企業(ye)(ye)(ye)(ye)與省內(nei)大型企業(ye)(ye)(ye)(ye)進行資源(yuan)整(zheng)合、企業(ye)(ye)(ye)(ye)聯動(dong)(dong)、項目合作、互利共贏,引(yin)導(dao)我市(shi)(shi)(shi)骨干建(jian)筑業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)向公路、水利、市(shi)(shi)(shi)政(zheng)、鐵路、城市(shi)(shi)(shi)軌道交通等重點投資領(ling)域拓展。綜合發(fa)揮各類(lei)金(jin)融(rong)(rong)工具的作用(yong),支持我市(shi)(shi)(shi)建(jian)筑業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)申請國家(jia)絲路基(ji)金(jin)、亞洲基(ji)礎設(she)施投資銀(yin)(yin)行專項資金(jin)等金(jin)融(rong)(rong)支持。積(ji)極(ji)引(yin)導(dao)我市(shi)(shi)(shi)建(jian)筑業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)與國家(jia)開發(fa)銀(yin)(yin)行、進出(chu)(chu)口銀(yin)(yin)行、出(chu)(chu)口信用(yong)保險公司等銀(yin)(yin)行和(he)保險機構合作。(責任單位(wei):市(shi)(shi)(shi)城建(jian)委、市(shi)(shi)(shi)金(jin)融(rong)(rong)辦)

  25.發(fa)(fa)揮行(xing)(xing)業(ye)(ye)(ye)(ye)協(xie)(xie)會(hui)作(zuo)用。充分(fen)發(fa)(fa)揮行(xing)(xing)業(ye)(ye)(ye)(ye)協(xie)(xie)會(hui)在規(gui)范行(xing)(xing)業(ye)(ye)(ye)(ye)秩序、建立從(cong)業(ye)(ye)(ye)(ye)人(ren)員行(xing)(xing)為(wei)準則、促進(jin)企業(ye)(ye)(ye)(ye)誠信(xin)經營等(deng)方面的(de)作(zuo)用,提(ti)高行(xing)(xing)業(ye)(ye)(ye)(ye)協(xie)(xie)會(hui)促進(jin)技術進(jin)步(bu)、反(fan)映企業(ye)(ye)(ye)(ye)和從(cong)業(ye)(ye)(ye)(ye)人(ren)員訴(su)求(qiu)、提(ti)出政(zheng)策建議的(de)服(fu)(fu)務能力(li)(li)。引導行(xing)(xing)業(ye)(ye)(ye)(ye)協(xie)(xie)會(hui)結(jie)合行(xing)(xing)業(ye)(ye)(ye)(ye)特點規(gui)范開展(zhan)評優、評獎工作(zuo),提(ti)升(sheng)社會(hui)公信(xin)力(li)(li)。鼓勵行(xing)(xing)業(ye)(ye)(ye)(ye)協(xie)(xie)會(hui)研究制定非政(zheng)府投(tou)資工程(cheng)咨(zi)詢服(fu)(fu)務類收(shou)費參考價(jia),抵(di)制惡意低價(jia)、不合理(li)低價(jia)競爭等(deng)行(xing)(xing)為(wei),維護(hu)行(xing)(xing)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)利益。(責(ze)任單位:市(shi)民政(zheng)局、市(shi)城建委)

  各(ge)縣(市、區)人民政府(fu)、開(kai)發(fa)(fa)區管(guan)委會要(yao)高度(du)重視建筑業發(fa)(fa)展(zhan)工(gong)作(zuo),將(jiang)建筑業發(fa)(fa)展(zhan)納入(ru)本(ben)地區經濟社(she)會發(fa)(fa)展(zhan)規劃和(he)年度(du)工(gong)作(zuo)目標,認(ren)真研究解決本(ben)地區建筑業發(fa)(fa)展(zhan)中的(de)(de)重大問題,制(zhi)定落(luo)實(shi)扶持(chi)建筑業發(fa)(fa)展(zhan)的(de)(de)具體政策(ce)措施(shi)。市政府(fu)各(ge)有關部門要(yao)按照職責分工(gong),積極支持(chi)配(pei)合,盡快(kuai)制(zhi)定相(xiang)關配(pei)套措施(shi),形成全市促(cu)(cu)進和(he)扶持(chi)建筑業發(fa)(fa)展(zhan)的(de)(de)合力。市城建委要(yao)加強對本(ben)意見實(shi)施(shi)情況(kuang)的(de)(de)督促(cu)(cu)落(luo)實(shi),及時(shi)向市政府(fu)報告相(xiang)關情況(kuang)。市政府(fu)將(jiang)適(shi)時(shi)組織(zhi)專項督查(cha)。
